What separates the tools here
The pricing unit is the axis nobody publishes a conversion for. A tool priced per task and a tool priced per execution use different accounting units, so a raw task allowance and a raw execution allowance are not directly comparable. Before comparing plan limits, check what each meter counts.
Self hosting changes the shape of the question rather than answering it: the free Community edition carries no meter, while paid self-hosted editions still meter executions through the license.
